If you don't like it and it isn't an immediate necessity.

If it doesn't fit (or is likely to not fit now or in the near future) and you do not know someone who can make it fit (and, with the exception of pants, nothing can reasonably be made bigger).

If its colors are unflattering to yours.

If it does not project an image you want to present.

If it isn't age-appropriate.

If it is very out of fashion.

If you do not see yourself wearing it with anything you already own or are buying with it.

If it creates duplication (or apparent duplication) that is unnecessary.

If you cannot afford it.

If you probably would not have bought it at full price (if you could have afforded it).

If it's overpriced and you don't need it immediately.

If you haven't seen how it looks on you or, if that is not possible, thought it over for a while.
